How to check if land floods before you buy

To check if land floods, do three things in order: read the parcel's FEMA flood zone, look for water actually observed on the ground in multi-year satellite imagery, and — if you still intend to build in or near a mapped zone — pay a surveyor for an elevation certificate. The first two take minutes and cost nothing; the third costs a few hundred dollars and is only worth it on a parcel that survived the first two. Here is how each step works and what it can honestly tell you.
Step 1 — Read the FEMA flood zone
FEMA's National Flood Hazard Layer maps the country into zones. Zones beginning with A or V (A, AE, AH, AO, VE) are Special Flood Hazard Areas: mapped 1%-annual-chance floodplain — the so-called 100-year flood — where a federally backed mortgage legally requires flood insurance. Zone X is outside the high-risk mapping (shaded X marks the 0.2%-annual-chance fringe). You can read the zone free at FEMA's Flood Map Service Center, or run the parcel through LandBenchmark, which reads the same layer and cites the date it was read.
Two things a zone cannot tell you: whether the maps are current (some county panels are decades old), and whether water shows up in places the model never mapped. That is why there is a step 2.
Step 2 — Look for water the satellite actually saw
A flood map is a model; imagery is an observation. Satellites have photographed every parcel in the country regularly for decades, and surface water that appears seasonally — a wet corner every spring, a pond that grows after storms — is visible across those years even where the FEMA map says nothing. This is the single most common surprise on parcels that "aren't in a flood zone." Step 3 — When to pay for an elevation certificate
If the parcel touches a mapped zone and you still want it, a licensed surveyor's elevation certificate establishes how the ground actually sits relative to the base flood elevation. It is the document that can turn "in zone AE, uninsurable-priced" into "structure site above base flood elevation, insurable at a sane rate" — or confirm you should walk. No desk tool replaces it; a desk screen exists to tell you whether it is worth ordering.
What this means in practice
- Zone X + no observed water: flood is probably not this parcel's problem. Spend your diligence budget on access, soil and title instead.
- Zone A/AE, or observed water outside any zone: not automatically a walk-away — but now every further dollar depends on where water sits relative to your building site. Order the elevation certificate before the offer goes hard.
- Mapped floodway (the channel itself): most counties prohibit or heavily restrict structures there. Treat it as unbuildable ground when you count usable acres.
One more honesty note: no satellite, and no map, can certify that land does not flood. The desk screen can only tell you what FEMA mapped and what imagery recorded. That is a lot — it kills the worst purchases in minutes — but the words "flood determination" belong to surveyors and insurers, not to software.
